An alliance of Imperial cities is announced
A collection of city states sign an agreement to form the Tesmeri Protectorate in order to prevent the spread of rebellion and provide local support to deal with the influx of refugees. Officially they condemn the Sradian rebellion but in private they agree that the Empire is probably going to lose and so stay out of the conflict.
