The signers of the Declaration form a Protectorate by splitting from the Empire

In the wake of the Empire's failure to prevent the formation of the Pleuyan Republic, the Tesmeri cities decided that the Empire had failed to preserve the world's peace. This disillusionment extended to the state of the world in the wake of the cataclysm and their faith in the Living Gods as forces for good. They broke away from the Empire and founded the Protectorate in order to return to the old ways. The Empire had no resources to contest this event and made no response to the formation of another nation.
