The Forum of Qasceile
The voice of the people
At the heart of the underwater city of Qasceile lies the Forum. It consists of a large circular area, paved with a decorative mosaic depicting three merfolk in an animated dialogue. Carved pillars line the perimeter of the circle at set intervals, and a domed roof covers the entire space. The roof contains a large air reservoir, which is particularly important in the Forum as it is a space where the Qasceine are much more likely to communicate with vocalisations rather than the much more common hand signs, which contributes to needing oxygen more frequently.
Under the laws of the city, a member of Clan Sceilon must be present at the Forum at all times, no matter the hour. Clan Sceilon has led the city of Qasceile since its founding and they take their duty very seriously. There have only been a few times in one thousand years where the Forum has been without the presence of one or more Clan members. Their role in the Forum is to listen to grievances, arbitrate disputes, and keep an open dialogue with the people of the city.


I assume the Clan Sceilon had a good reason for those times when they were not present, and not just wanted to sleep in that day? :D
