The ValuSelu Articles

The ValuSelu Pact is a series of treaties and agreements between the various Sazashi nations of Jhoutai. They are not kept in a single location or format, as there has been many iterations, but each nation maintains a digital archive of copies and recordings of each signed Pact.

There have been many signings over the millenia, with the most recent major signing being a unification of will and purpose during the Bannercasting to declare the ValuSelu Pact as a Banner.

The leaders of various stations, unions, families, and businesses all keep copies of the Articles, each maintaining the original documents as well as

Leaders who break the rules set forth the Articles may be grounds for harsh judgement at the hands of their courts, or even casus belli — violence from one State to another when they take justice upon themselves.

It should be noted that each of the agreed-upon articles of the Pact are, by and far, the laws set forward by the great empires of their time. For example, Rajhska Law was written by Valuser'ran Supremacy and to this day has not been fully repealed, only ratified.

To prevent Pall Marches and Manifestations, common citizens without a Psiolic badge are passively culled down by 3 points of Soul.

In modern times, sensors may detect violence from distinct residences, something which some cities may act on directly.

IdPari Standard

Exiles must be offered a city's surplus and charity.

Allows Exiles to come into dumps to scavenge. Provides places to bathe and get clean water. Has a small chapel inside the border where outsiders may pray and take sanctuary if the priest requests it. There is also a volunteer hospital, staffed typically by the descendants of outlanders who moved into the cities.

Triggered a war. Any city which did not comply was seen as an outlander city, and cut off from the rest of society. This event tore families and cities asunder and is still resented by many to this day. Economically, it did as promised, and the homelessness epidemic receded across the world.

Blood Tax

Pact blood tax. Even with blood printing, there's a high demand for it. Blood tax encourages a diverse pool of blood to pull from, and allows governments to keep track of disease and Sathiid habits within their cities — people who are being fed on by Sathiid tend to have certain markers in their blood.

Bannercasting

We FalghuThion of the ValuSelu Pact: Faur'ridarru, Aempis, Tel-Nege, Khatoum, Kajh-Tai, and Valdutan, declare all of Jhoutai to be under our collective sovereignty. We have faced threats abroad from Verra and Marianiah for centuries, and their latest effort to unite reveals their plan to stop at nothing to eradicate us. We set aside our differences and nominate our forces into a new organization called the Jhoutigari, who we charge with the acquisition and stewardship of all foreign lands.
