Shadar-Kai and Spectre Duo

While Art was in the port town of Acila, heard tell of a female-presenting Shadar-Kai with a "wraith on a leash" having burned down a barn in the north of the town. After asking around during the fundraiser to build a new one, he felt unable to construct a clear narrative. No one seemed to have seen her start a fire, but everyone said they saw her, and everyone said there was a bar fight after she went in, and the barn was on fire when she left.
Weeks later, Milya met a Sprite who showed her a vision of a spectre, saying she was easy to find, and now he was coming for her.
Further into that morning, a femme presenting Shadar-Kai and the Spectre Milya saw before appeared on the Shadar-Kai Boat. At one point, the Shadar-Kai grabbed an arrow out of the air, having slowed it to a stop in front of her, and tossed it aside. At another point, an arrow flew straight through the spectre, and another burned up before it reached him.
Who is this mysterious duo, and why do they keep popping up near the players?
