Leader: The Shrike
The Birds of Prey are new players on the political stage in Peloch. The story goes that the Shrike began his work as a bounty hunter, hunting crusaders during the occupation ten years ago. The death of many of the most powerful Crusaders has been attributed to the Shrike. Despite a truly staggering bounty on his head, the Shrike was never apprehended.
The Birds of Prey are a secretive organization. While they completed their initial goal of returning the city to its rightful rulers, the guild has continued. They now operate as information brokers, assassins, and extrajudicial peacekeepers. Few ever approach the Birds directly. Instead, those needing their services are often approached surreptitiously by a junior member. They will discuss what the client needs done, and a price is given. There is no negotiating price. It is a very powerful or very foolish individual who does not pay what is owed to the Birds.
Some say that the Skrike is not a person but a title and that there have been several at this point. Still, others believe he was never a person but instead some sort of devil or vengeance spirit summoned by the people of Peloch to purge the invaders. Who or whomever the Shrike is, his name and his flock bring fear to those who hurt the weak and helpless in the city, thug and noble alike.
