Council of Merchants
Members of each of the twelve Recognized Merchant Houses elect their own representatives to the Council as well as their own Merchant-Judges to dispense the justice and enforce laws passed by the Council.
The largest merchant houses are predominantly run by a single family but they are, at their core, business conglomerates, so membership often spans hundreds and thousands of individuals.
Smaller houses are not permitted to vote, and instead vie for support and sponsorship from the Recognized Houses to influence politics.
Public Agenda
The Merchant Council works like a board of directors for the entire country. It is directly responsible for, first and foremost, looking out for the business interests of the Recognized Houses, then the lesser Merchant Houses. It builds all matters of state upon those two pillars of responsibility. These matters include foreign policy, trade negotiations, and war, among others.
History
Centuries before the Council existed there was the Kingdom of Craw, and its King, Indisor III Darwan. King Indisor III came to power as a young man and inherited a kingdom already in tremendous debt to the banks and merchant houses that operated in Craw. King Indisor III had grand visions for the kingdom he inherited and spent tax money on large projects, such as new palaces, grand balls, and tournaments. To pay off his father's loans Indisor began borrowing from his cousin, the King of Sandryne, King Omar II. When King Omar learned that this money was being used to pay off other debts he stopped loaning King Indisor III money.
The payments to the Crawite banks and merchant houses stopped almost immediately after. Realizing the King would have no choice but to default on all the Crown's loans
