Owlsley

One of the oldest and most distinct neighborhoods in the city, Owlsley is known as the “Harlem of Epicenter.” A thriving center of culture for decades, Owlsley is also known for not being marked as much as the rest of the city by the activity of superhaleroes. At least, not until the Bronze Age.
  Owlsley became a wellspring of art, music and culture, with thriving small businesses. And it accomplished this without the frequent intrusions of superheroes. The reason for Owlsley’s relatively few superheroes in relation to other parts of the city is up for debate. Some relate it to racially-driven prejudices, that heroes of other eras didn’t see fit to protect the predominantly black neighborhood, or that villains didn’t see the area as terribly profitable. Others blame the DPA, saying that they’ve worked overtime to keep the city’s largest black community from benefitting from superhero protection. However, there is a growing population of costumed heroes that have protected Owlsley for years, and new younger faces joining them as time goes on.
  Another uptick in superhuman activity came recently, when the reclusive African nation of Kanzu established an embassy here. While some saw this as a welcome influx of wealth and technology to the community, others saw this as superhuman gentrification.
  EMBASSY OF KANZU: The Nation of Kanzu is an afrofuturist nation, with fantastic technology and incredible resources. Led by their King/cultural hero, the Lion Man, Kanzu has tried to make inroads to the people of Owlsley since an expatriate community was first discovered there in the Silver Age, which included the hero Sun-Rao.
  For some heroes who find themselves on the wrong side of the law, the Kanzan Embassy serves as a point of sanctuary. With the nation’s many contacts, they also serve as a contact for those trying to reach the international hero scene.
  SUPERSTRUCTURE: A construction company, SuperStructure is the primary contractor handling reconstruction efforts in the wake of superhuman destruction. They also serve as consultants for projects that look to erect buildings that can withstand superhuman fights, with a crack team of engineers trying to develop buildings strategies and materials that can withstand the fights that the city’s most famous residents get up to.
  Founded and operated by Dwayne MacDonald, Superstructure is one of the best-regarded companies in the entire city. Superstructure has employed many since the Silver Age, from humble construction workers to brilliant engineers. Famous hero Omari North, now Platinum, got his start with an internship with Superstructure.
  HUDLIN THEATER: Like anywhere else in the city, organized crime has always been a presence in Owlsley. However, with the influx of wealth brought in by the recent Embassy establishment, efforts to ‘take over’ operations in the neighborhood has surged.
  The largest bar and theater in the neighborhood, the historic Hudlin Theater is many things. A theater, bar, even a casino- but most of all, the building serves as a nexus for the neighborhood’s organized crime efforts. Many boast about being in control of the Theater, and no up-and-comer can truly make his stake on the neighborhood without having some kind of presence among those in the club.
