Casbar
The largest seaport in the country, Casbar acts as the main gateway between the Alanian subcontinent and Zarenia. The westernmost point of the country, it is also the country's most populous city and its commercial and economic hub. Everything that enters or exits Zarenia goes through here.
Due to the recent rebellion, the atmosphere is tense between locals and outsiders.
Demographics
Before the rebellion, the city had a consistent population growth of approximately 2% each year from natural births and immigration (legal and not). During the war, population dropped by 25%, mainly due to the expulsion of most Alanuan Guardians and fleeing refugees. Now, Zarenians still remain the majority group in the city, but merchants and traders are allowed residency if they apply at town hall.
Government
Previously, the country maintained standards through collective agreements between cities as travel throughout the country is difficult. Zarenia semi-centralized its government only recently i.e. after the rebellion.
The Zarenian capital remains mobile under the wishes of the First Chief Brandon "Chase" Carona. It rotates between the country's three major cities of Casbar, Dunsterton, and Redcker. Brandon believes the government should see how its people are living as it moves through the countryside instead of the former Alanuan style of directing from afar.
The Casbarans practice a direct democracy and rely little on electorates or representatives, especially in local politics. On the second day of every new year, Casbar hosts their annual referendum. Citizens take vote on proposals including financial approvals, new construction, and changes in policy.
Industry & Trade
Trade in Casbar is regulated, with taxes and restrictions on what can be brought in and out of the town, and people live a modest existence because of it. The trade guild enforces rules, with stiff penalties and trade bans for rule-breakers.
Welfare is good, all things considered. Services such as healthcare and education are subsidized for citizens only.
