History
When the Emergence occurred, communication between the various settlements on Mars and the home islands was interruptted. Reports of the fall of Japan were recieved from various settlements in the Asteroid belt as well as from travellers enroute to Mars, but these reports were taken with skepticism and ignored until the conflict became truly global.
At this point, most Martians wanted nothing to do with the conflict, but the Japanese settlements hosted a much different reaction. While all looked in horror, the Japanese as a whole seemed vengeful by comparison. When other nations called for their colonies to return, Japan's government had already fallen. Whereas the call for aid came from Earth for most, for the people living in Kasei, the call came from within.
Because of this, the Aretian Confederation treated the inclusion of Kasei's leaders into the Senate with caution and distrust. By the time the Japanese settlements were to be admitted, the Japanese government had reconsitituted, and the prospect of a Terran nation having a seat of power in the Martian Senate was unthinkable. Thus, a compromise was struck: Japan's residents on Mars would be given equal status to other Aretian Partner, and equal representation in it's Senate, but only assets on Mars were to be represented, and upon the reconquering of the home islands, they were to be expelled from the Confederation peacefully. Since then, the people of Mars have been amicable with the Kasei settlements, and previously held animosity has faded with its generation.
