Iozani
Iozan is a collection of loosely allied city states that still war with each other occasionally. There are seven walled cities in Iozani, and the majority of the other towns and cities fall under the authority of one of the walled cities. Iozani are known for the Inner Sea Reavers, a gang of pirates, that control the walled city of Unvayd which makes them a major force to contend with upon the Inner Seas. Because of this Iozani has its name assosciated with raiding and pillaging and general lawlessness.
The Iozani have few laws and poor regulation, power is king there though there are established authorities in most locations. Trade flows through Iozan as it is easier to ship through Iozan than Vahan, especially for black market goods like soul traps, skeins, drugs, and magical goods. The walled cities soak up most of the trade, leaving a large wealth disparity between the major cities and the other areas of Iozan.
Iozan hosts many companies of mercanaries that act as the military, monster hunters, and general contractors. The Coallition is the closest thing to a nation-wide governing body Iozan has, being a council that governs the mercanary companies.

Magic is generally unregulated, though access to soul traps and skeins are out of reach to most outside the walled cities. Weaving is heavily used, but is not incredibly advanced. Still, the flow of trade is bringing in access to the technology of the north and advancement is coming fairly fast despite the lack of experts.
