Faila

The Merchant Counts were those with the most money, and power, in the city. While everyone who lived (owned) on Merchants Row had a say in city affairs, the twelve merchants with the most wealth and power were dubbed the Merchant Counts (the “bottom” 2 or 3 of these twelve often shifted, depending on many factors). As very little in Endref was official or written down (in relation to governance), each Count supposedly had an equal say, but given the disparity between the Counts, the top 3 families (Whalef, Sandrogg, and Eltrain) functionally made all decision unilaterally (that seems like an oxymoron but they each basically did their own thing and only really conferred or agreed if it impacted the others). The Faila, or the richest of the Merchant Counts, was the defacto ruler of Endref.
