Naporia

Naporia, commonly known as Starwatcher City, is a small town in Osha largely dedicated to the study of astrology. Given that different planets are visible at different times of the year at different locations, Naporia, being close to the center of Kategan, is the location from which the weeks and months of the year are determined. In the past, because the government of Naporia is paid by Osha whenever they make significant discoveries about the solar system, Naporia has, on multiple occasions, fabricated discoveries with half-baked evidence. Despite it being debunked by many, they still received normal payment for this, and got off without even a warning. Several of Naporia's findings are discredited, but to this day nobody is entirely sure what facts about the solar system are real.
