Serving as the capital city for Cirris, Mistmoore is usually the only city seen by outsiders since it holds the Mistwalker's archives and all major government buildings required for foreign politics. The city is much quieter than most, as most talk in whispers which are further muffled by the thick mist that permeates the city. There are no vistas, as the fog tends to cover everything up, so the streets are kept tight and unadorned with the exception of lanterns, signs, and intricate doorways. Most thru traffic is kept on the outskirts of the city, making the central area nearly completely silent, especially because of its proximity to the Great Archive and the Temple of Trass, which are both deeply revered by the people.
The coastline of the city is lined with fishing huts, and it is common to see men and women casting their rods off of the short docks throughout the day. Larger ships must dock at a small port a short ways out of the city, as to reduce noise pollution. City defenses are kept by a force of guards and spellcasters. This group patrols the city during all hours, though they are rumored
to be not as effective as they could be thanks to corruption that has set in over the centuries.
Taxation is collected every year and is higher the closer you get to the center of the city. Usually the taxes are put into maintaining the city docks or expanding the Archive and temple. Anything left over is used for public holidays. Since trade is nearly non-existant with other countries, the city depends on its infrastructure to keep it going, though it is the most stable government of the three so this is rarely an issue.

These forbidden areas are used to house the priests, store holy relics, and protect the leyline system that spreads the mist around the country. Without this system of magical roads, the mists would weaken considerably, and the country would be vulnerable to attack by both foreign powers and the beasts of the Vakao Forest.

It holds secrets of history, medicine, science, the arcane, and technology. The building's five stories are lined with books and scrolls, most of which are off limits to the average citizen, though there is also a sizable section that can be used by the masses. The real treasures are kept in the catacombs of the Archive, though not many ever get to see them.

Mistmoore has a massive supply of magic items and knowledge. Their main export is lumber, but the blacksmiths are also quite skilled, able to create +2 masterwork items. Alongside information, most general supplies are available along with many types of various herbs and potions. There is a bank branch from Hazra that allows citizens to borrow and store money as well. The city is lacking in more exotic items as well as art, though there is a notable scrimshaw artist that lives on the coast.
