The Voice of Light is represented by the Council of Ministers, a governing body made up of high-ranking delegates from the major clans and crucial ministerial positions. Every dwarf, regardless of title or birth, has the right to appear before ministers to plead for justice, suggest new laws, or advocate for their kin. When they do so, they are given the ancient title Voice of the Stone, which stems from the notion that knowledge and truth can arise from any layer of society, much as ore does from deep within a mountain.

Thur Malduhr was founded following the Sundering of Kin, Light, and Flame, a devastating civil conflict that altered the fate of dwarvenkind. For ages, the tribes of Ironcano Summit have lived deep within the mountain, led by ancestral tradition. However, as space and resources became scarce, disputes erupted over expanding to the surface. This dispute led to a deadly twenty-year struggle between the progressive Clan Orgroth and the traditionalist Clan Stonelight. The battle ended with a legendary combat between Boubthul Orgroth and Regulus Stonelight in a rediscovered subterranean city, subsequently named Thum Dural, which became the kingdom's capital.
Following Orgroth's victory, the clans joined under a new banner, establishing the Kingdom of Thur Malduhr and ushering in a period of rebuilding, trade, and expansion. The kingdom is now known across Elema for its exceptional craftsmanship, fierce military, and innovations such as Bang Tube, which connects cities above and below the mountain. While strongly anchored in tradition, Thur Malduhr represents togetherness, endurance, and the dwarven determination to persevere and adapt.
