The Elemental Covenant
Auradir of House Rylin, by the grace of the Maiden as Steward of the Seasons, Rider of the Storm, Defender of the Valley, and Champion of the Eldar; appointed by Elven will to hold supreme authority of the Elemental Enclaves until the Maiden’s Blessed Return, and entrusted with the sacred duty of guardianship over all life and law within the Enclaves;
To: The Winter Warden of House Rylin, the Spring Guardian of House Daenor, the Summer Keeper of House Calinor, the Fall Sentinel of House Saelsir, his clerics, lords, ladies, justices, sheriffs, stewards, servants, and to all his officials and loyal subjects, Greetings.
FIRST, THAT WE HAVE GRANTED TO THE FATHER AND THE MAIDEN, and by this present charter have confirmed for us and our heirs in perpetuity, an Article of Covenant and Perpetual Union between the Elves of the Winter Waters, the Spring Earth, the Summer Fire, and the Fall Air.
Having undertaken for the glory of the Father and the honor of the Maiden, the perpetual mission of the Eldar race: FIRST, to ensure the sacred Balance of Nature, and SECOND, to help bring the boundless potential of the world to its glorious fruition, as stated by the Father to all of His creation; do by these presents solemnly and mutually, in the presence of the Father and one another, covenant, and combine ourselves together into a civil body politick, for our better ordering and preservation and furtherance of the ends aforesaid.
To ensure the common defense, the security of their lives, and their mutual and general welfare, and in furtherance of the aforesaid perpetual mission, it is hereby declared that the Steward of the Seasons shall serve as the supreme executive authority of the unified Elemental Enclaves, much as a sovereign governs a nation, holding command over its common defense, inter-provincial law, and diplomatic relations with external powers. Each Elemental Providence, led by its Warden, Guardian, Keeper, or Sentinel, shall retain autonomy over its internal affairs, local justice, and the unique cultural and economic matters internal to its tribal domain.
All laws enacted by the Steward for the general good of the Elemental Enclaves shall be supreme, and provincial laws shall not contradict or circumvent them. The said Elemental Providence in turn, between themselves, the Father, and the Maiden, enter into a firm league of brotherhood, built upon the Elemental Alliance of our forefathers, and forged through the turmoil of the Great Storm, agree to bind each element to assist the others against all forces offered to, or attacks made upon them, or any of them, whether spiritual, physical, economic, or other manner.
Under the guidance of the appointed Steward of the Seasons, Auradir Rylin, and his natural born decendents, do enact, constitute, and frame such just and equal laws, ordinances, acts, constitutions, and offices from time to time, as shall be thought most meet and convenient for the general good of the Elemental Enclave; unto which we promise all due submission and obedience.
Purpose
In the wake of the Great Storm, the destruction of much of the Enclave, and the disappearance of the Maiden, the four Elven chieftains sought to solidify the Elemental Alliance into a formal agreement between the tribes.

Historical Details
Background
This Covenant was formed by the Four Chieftans and their top advisors in the wake of the conflict known as The Great Storm which devestated much of the known world. It became apparent that to both ensure their own survival and carry out the mission of the Maiden, the four tribes had to unite as one entity.
