Used by Sailors as a sign of firing a cannon at a passing ship when you didn't want to actually fight. It became a sign of quick greetings of sailors at ports, and slowly as a farewell from a conversation.
While still mostly just used by sailors, people at major ports have adopted the sign when greeting a sailor patron or in a fun joking manner to a stranger or close friend.
