Tavern Keeper
Tavern Keepers hear all manner of gossip. You can ask any Tavern Keeper for news to hear one random tidbit about local events. The tidbit may or may not be true as the Tavern Keeper usually is operating on second hand information at best. You can also ask a Tavern Keeper if they've heard anything about you. If the Tavern Keeper is aware of any reputations or bounties on you, they will tell you (contemptuously if you have bad faction with them).
