Ring of Scale
The Ring of Scale is one of two major dragon factions (the other being the Servants of Veeshan). It formed during the dragon civil war when the Ring left the Realm of Sky. Unlike their isolationist brethren, the Ring of Scale views the various nations of Norrath as pawns through which to exert their influence over the world. While the ring is united against other powers that look to influence the world (e.g. Mayong Mistmoore), the lords of the Ring regularly feud with each other. The Ring of Scale is centered around Trakanon's Teeth but has agents and strongholds throughout Norrath (e.g. Lady Vox, Nagafen, Syperiax). These agents collect slaves and information and direct mortal executors towards the ring's goals.
The dragon civil war is long over, and although the Ring of Scale and Servants of Veeshan distrust each other, their relationship is not violent.
