Circle of Magi (The College)
The College is the dominant organization for the training of mages within nations of Eidos.It has traditionally been governed and monitored by The Chantry , and also guarded and supervised by The Spell-Breakers .
Structure
The College is allowed to take any child (usually age six to twelve) from their families as soon as they show signs of magical ability, including those from royals and nobility. Highborn children who are able to use magic will lose all claims to their family's estates and titles when they are taken.
Upon joining The College, mages undergo a process, as apprentices, of having a few drops of their blood taken by the First Enchanter and placed in a phylactery. This ensures the mages' compliance and the ability to track them down if they decide to run away, since a Spell-breaker can track anyone through their blood.The child is then raised and trained by the Circle and usually spends his entire life within the walls of the tower.
The College has a very mixed reception among mages and non-mages alike. Despite the restrictions imposed on its members, it is not a system of slavery, and mages themselves—while not "free"—are not owned by The Chantry and not forced into servitude on its behalf.

History
The College was fromed by Justinia The First a few years after the end of the Rune War upon the ruins of an ancient fortress that forms the building's base. The original fort has its walls and interious made out of solid black stone with no hits of joins, mortar or chisel marks. It is known it predates the College and Chantry themselves by thousands of years, but who built it, and how, remains unknown.
Nowadays, the tower stands at 5 floors high, each being dozens of feet tall. Apprentices and the majority of the Circle's impressive library are housed on the first floor, while full mages live on the second, which also contains the stockrooms, enchanters' laboratories, the Church, and more libraries. The third floor consists mostly of meeting rooms and assembly spaces, as well as a few personal quarters, presumably for the senior enchanters. The Spell-breakers live and train on the fourth floor, while the pinnacle of the tower is reserved for a ritual chamber and the First Enchater's quarters.
The tower also features a secure basement, which houses the repository, a vault for dangerous artifacts, and the phylacteries of apprentices.
