Blood Debt Mandate

In the name of justice and the preservation of civic order, all individuals found delinquent in tax obligations, monetary debts, or employment registration shall be required to fulfill their debt through compulsory labor or military conscription.

• Debtors shall serve at a rate of 5 silver pieces per day for labor and 1 gold piece per day for military service until said debt is absolved.
• Refusal to serve shall result in public trial and subsequent sentencing, including combat in the arena or execution.
• Injury, infirmity, or incapacitation shall not exempt one from continued service.
