Undercity Liberation Force
Structure
The Sentinel heads the organization. He has four Warders beneath him, each over one of the four quadrants of the Undercity. Each Warder has five Minders beneath them. The Minders each command a squad of around a dozen or so people. The Sentinel mask is teal, the Warder masks are bronze, the Minder masks are white, and the grunt masks are black. Nobody knows The Sentinel by face or name, even his Warders. Nobody knows the faces or identities of their superiors, but the superiors know the faces of their underlings. When someone gets promoted, they get transferred to a different quadrant so as not to compromise their identity.
Culture
The ULF is an organization of secrecy. They know the upper class would love to crush the Force beneath their boot, so they toe the line between discretion and discord. It takes incredible trust to leave your life in the hands of someone whose face you don't even know, and the ULF is built upon that trust. They have the common goal of lifting the Undercity from poverty by whatever means necessary, often taking violent action against their oppressors: Robin Hoods who aren't afraid to get their hands dirty. It takes a steel mind, a clear conscience, and tremendous will to join the ranks and stay true to the cause. The training is rigorous and the work can be disheartening; those not up to the task are weeded out and sent packing.
Public Agenda
The agenda is simple: equality for all citizens. The capitalist structure of New San Francisco leaves its lower class citizens drowning in the slums, doing nothing to provide for the downtrodden and impoverished therein. The ULF is here to change that by whatever means necessary.
