After the building of the most prized church in the center of town, a group by the name of "The Merciful Clergy," became--despite their name--the main enforcers of the strict law of the city. Not only are they the most devoted of the denizens of Eden, they are also the most brutal in way of the law.
As Eden grew further, Mary appointed the most devoted followers of "God" to be enforcers of religious law. This group became known as "The Merciful Clergy" due to their acts of "mercy" toward lawbreakers. Seeing physical punishment as "mercy" compared to what they believe to be the afterlife of "Hell" for law breakers or "sinners." They believe themselves to be "children of God" just like Priestess Mary and claim to have contact with "God" himself, often calling him by his "true name," Yahweh. It is said that they hold the secrets of Eden, but denizens are too fearful of their power to garner much from them.
