Also known as Dark Day, this event caused all electronic devices that operated with microchips to stop working for an entire hour. the event was simultaneous and encompassed the entirety of human existence - both the globe an even orbital and lunar habitats were affected. It was during this event that a relatively large percentage of meta-humans auto-expressed their traits. This upswelling continued to be seen in the newborn and children that followed, with the most common occurrances showing up during puberty. Prior to the event, metahuman characteristics were believed to be present in less than 1-in-5,000 individuals, and most of those cases were minor variations. Since the event, the naturally-occurring rate of Metahuman traits is closer to 1-in-300.
Considered one of the driving forces behind the creation of the CAPE Act, this was an interview done by a South Florida News Anchor, David Webb, and a local hero identified as Zeus. The interview was to be in multiple parts, but unfortunately, only the first one was ever conducted; the anchor was found a week later in his pool, suffering electrical burns on his scalp that were indicative of being struck by lightning. Several groups have claimed he was murdered, with the list of suspects taken from several of those groups mentioned in the interview. No criminal charges have ever been made in associate with his death. Still, the uproar surrounding the death and the interview, drew the subject into the national spotlight, and highlighted many questions that were being asked around the nation. eventually, the dialogue reached into D.C., and the CAPE Act was signed a year after Webb's death.
