The Metahuman Registration Act
The Metahuman Registrations Act was called for to alleviate the fears of the general populace that were caused by the various metahuman conditions, namely the differences in power and capability between the normal person and the super-powered one. Under the banner of regulating interstate commerce, the Federal government established a Metahuman Registry, where a catalogue of abilities for each member could be kept. Members of the Metahuman Registry are:
- Anyone who has used a “meta-human” ability in the commission of a crime
- Anyone who has sought or gained employment using a power as part of the consideration of said employment. Anyone who has sought permits, certification, or licensing for the use of their abilities, including firearms equivalency permits.
- Anyone who gained their abilities due to external factors, be they accidental or as part of experimentation, registration is a requirement (individuals suffering from accidental exposures may request that their records remain sealed, limiting access to their files). Minor gene editing or therapeutic procedures needn't be registered.
- Any sentient Laboratory-created organism Animals. Organisms that are NOT sentient, but still have or produce/provide abilities are registered as NBC agents
- Those with Bionic/Cybernetic or chemical augmentations beyond cosmetic alterations and simple additions. A single concealed bionic weapon can be covered under Concealed-Carry laws, but more than that requires Metahuman registration.
As part of the Methuman Registration Act, there is also a Federal Mutant Classification System, which the gauges the general level of ability and power of a metahuman and records it. The ranks are as follows
- Alpha: the most common level, here there is only superficial or (relatively) minor mutation – no powers are present that would make this individual significantly more powerful or capable than a normal person. About 2/3rds of mutants fall into this category
- Beta: a Single significant ability (a minor flight power or Minor Energy Expulsion power) or multiple minor abilities that are benign in nature (extraordinary senses or other non-offensive powers). 1/5th of mutants fall into this category
- Gamma: A single major power or a number of lesser, but still significant powers. Roughly 1 in 10 mutants fall into this category. It is at this level that a serious concern starts to develop, as the capabilities here can put the possessor on a different level of personal power than even a well-equipped, but unpowered individual could handle.
- Delta: Multiple Major powers. Many are (rightfully) considered armed and extremely dangerous at all times. In less-developed areas, these individuals can become a power unto themselves, as often only a being of similar power, or multiple lesser-powered individuals can make a reasonable stand against them. The key difference between this level and an Omega is the overall force and range/extent of the powers: Omegas often have at least double to triple the range/threat of a similar Delta, and are considerably more powerful. Approximately 1 in 30 metahumans qualify as a Delta.
- Omega: Anyone qualifying as an Omega-level constitutes a real and considerable threat to National Security. Their power levels are at least 50% greater than that of any lesser classification, in terms of range and effect, and often are greater. Omega-classed individual are subject to even more restrictive laws and monitoring than any other class of individual. They are always considered armed and dangerous. Current estimates make the occurrence of an Omega-level mutant 1 in 1,000,000, or 1 in 3,000 mutants
Psychic phenomena were added in an amendment, and are classed as follows
- Psi (I, II, III, IV, V, VI, VII, X): A special designation when the metahuman abilities are at least 90% or more psychic in nature (often, these metahumans posses no discernable mutant characteristic or feature).
- Level I: Display more of a bio-feedback ability than any true talent with psychic abilities: their primary asset is their extraordinary levels of otherwise ordinary abilities qualify.
- Level II: Individuals possess less than 10 definable psychic abilities, and all of which are minor in nature.
- Level III: Individuals who possess a non-psychic power in addition to their normal psychic abilities.
- Level IV: Individual displays multiple minor powers and at least 1 major power, but may show a preference for psychic sensitivity, homeopathic, or physical manifestations
- Level V: Individual possesses multiple major psychic powers, and likely a larger number of minor ones
- Level VI: restricted to Mutant animals with Psychic abilities.
- Level VII: Psychic abilities are aberrant even to other psychics users.
- Level X: Denotes an Omega-level Psychic. Due to the difficulty inherent in identifying Psychic individuals, there is no way to determine the population breakdown.

Clauses
With the arrival of extraterrestrial beings and the discovery of Atlanteans, the Metahuman Registration act has been amended to cover these individuals as well:
Aliens are required to register all physiological abilities and concerns with the authorities upon arrival, both as they apply to their species as well as any personal deviations from that standard. The Alien visitor is also personally responsible for their own medical care, though advanced cities can accept medical data carried by a visitor and try to make do as best they can.
In regard to the effect that the Appearance of Atlanteans have made; their (relatively) free and common use of magic has forced the nations of the world to accurately identify and consider the practice of magic as part of their Metahuman enforcement strategies. While still identified as Psi-VII Individuals, the expansion has also indicated that items and places may carry a Psi-VII categorization, which may affect their use and access to them.
Legal status
The MRA has been a pathway for the legal recognition of the basic rights of Laboratory-Created Organisms (LCOs) for some time, but there are often many pitfalls in the process that dissuade most from ever applying:
- It is the duty/right of the creator of the LCO to seek registration; until registered and granted citizenship, the status of an LCO is little more than company property.
- Third-parties can initiate the process if the LCO was created as a byproduct of some other activity: part of the registration application must include the source of the mutation as well as the history of the LCO up to their registration - many are fearful of doing this because it can tip off a company of their existence (who may "want their product back") as well as hunters of the communities they have been a part of (who may raid them looking for bounties). Lying on the application immediately voids it (and any attempt at citizenship) and is grounds for asset seizure (with the applicant being said asset!). Such an application will also alert the company who is accused of their creation, which may seek to take back their property
- Even when registered, LCOs are exempt from many social programs: Medicare & Medicaid, many grants and other programs, on the grounds that they are not citizens; Registration maybe be the first step towards gaining citizenship, but it often (in the eyes of the LCO-community) can put you in the crosshairs of bigots and organizations that seek to prevent such from happening.
- Healthcare can still often only found at the source organization: patent law often prevents third parties from openly offering assistance, and if they do provide assistance, opens them to legal action for theft or subversion of the creator's proprietary IP.
- Criminal activity by an unregistered LCO is often dealt with harshly; in most instances, the subject is considered a menace to society and put down, with samples being preserved for further investigation as to their origin, but little else.
- Likewise, criminal activity directed AT an LCO is dealt with as a property issue
