Reapers
The Reapers are cells of ex-military personnel who believe they were pushed out of the service by metahuman operators. they feel slighted and/or betrayed, and will seek out retribution against metahuman communities for these perceived offenses.
They have a friendly connection with the broader Defenders of Humanity, as their views often coincide with human supremacist ideology, but are a distinct organization (as much as they could be considered one). Where Defenders are often civilians pushing for legal and social repression of metahuman communities, Reapers are focused on violent resolutions and acknowledge and accept the need to operate outside of common legal infrastructure to accomplish their goals.
Structure
Reaper Cells are generally organized by nation, with the military personnel that have been previously discharged picking up new members. Some cooperation does exist between cells, but many also host nationalistic tendencies that limit their international cooperation.
Public Agenda
Even the most liberal and accepting of Reaper personnel believes that metahumans have no place, of any form, in the military; most go further and believe that there is indeed an active race-war between metahumans and humans, and they fully intend to bring their military training to bear in this conflict.
Active efforts to find a "cure" for anyone in a metahuman state have been made, including viral solutions that qualify as a genocidal response (See Reaper Strain)
Assets
Cells often have access to surplus military hardware and the training to effectively use and maintain it. Safe houses abandoned by their governments are often used by local cells to store their equipment and shelter between self-appointed missions.
