Half-Wing Gulls
The Half-Wing Gulls are a rare inter-realm organization, where they have no particular ties to any single realm, but rather maintain good relations with governments of both Kaiyocea and Aerava. The Half-Wing Gulls are essentially a very large organization of Sky Drivers, as well as traditional water vessels, led by a small coalition of the most important captains. Entry into the Half-Wing Gulls is more rigorous than a merchant coalition or pirate crew however. Half-Wing Gulls are expected to be able to deal with threats from sea and air, take jobs and commissions from upper ranks, and represent the organization in a reputable way. Compromising of about 300 main ships, not including smaller deployable Sky Drivers and vessels, the Half-Wing Gulls posses a long reach across Kaiyocea and Aerava.
The signature vehicle of the Half-Wing Gulls is a small Sky Driver, shaped rather similar to a seagull, with a transparent conical windshield, arched wings, and no traditional sails. These vessels seat 1-3 people depending on build, and are simply referred to as "Gulls". Gulls posses a particularly unique Magi-Mechanic system, allowing the wood framing to be turned to stone on command. This allows Gull pilots to make incredibly sharp maneuvers and dive into the ocean. This mechanism is what gives Gull pilots their reputation as some of the bravest, yet also incredibly wild pilots around. Armament varies, but usually is intended to operate above and below water.
Gulls are a very celebrated group, especially among the common people, but are far from agreeable to deal with when governments attempt to regulate them. This has led to some animosity between governments and Half-Wing Gulls, especially with Kaiyocea's somewhat stricter regulations. Harassments on government vessels, raids on storages supplied by taxes, and support of occasional protests or revolutions make dealing with the Half-Wing Gulls insufferable for Kaiyocea, and only slightly better for Aerava. However, their usefulness to the government and protection they provide outweigh their downsides, at least until the realms find another solution.
