Magic has an important role in the functioning of life on Eainor. Great magical power is seen only in a select few, but the potential for it is in everyone. Even the smallest alfar have the ability to become powerful sorcerers.
Manifestation
Any being on Eainor has the ability, though it takes much effort, to learn magic. In fact, many people who are aware of this have learned at least one useful art of magic.
Localization
The Law applies universally, but only certain communities are aware of it. Among Men, it is generally believed that magic is a talent only very few of them possess, but among most elder races, it is common knowledge that anyone who has the will can learn
