Kestral

Kestral stands mild and unimpressive against the backdrop of the Horizon Line. The citizens of Kestral live their lives like the winds through the mountain passes: drifting absently; simply going through the motions. Kestral isn't known for anything except adequacy. It isn't infamous for anything except being a perfectly fine place to stay before or after traversing the Line, and you certainly won't be recommended anything there anytime soon. Most of the buildings either take on a dull grey tone of bluewood or the pale brown hue of the stone bricks. The city struggles to hold on to any diversity with it's overwhelming air of conformity. For as long as the city has kept records, the population has been a majority human, elven, and kenku... even going back before the start of the Dark Days.
