See the Infantryman template on page 35 of Steampunk 3. Replace Rank with Courtesy Rank of an equivalent level, and either swap out Duty or an equivalent cost in disadvantages from the list or remove it entirely. The artilleryman and Crewman templates could also be used.
For a special tactics veteran, add Tactics, Camouflage, and Stealth skills
