The Prediction
(a.k.a. The Oracle)
The Prediction is a Manifest responsible for managing time that does not exist yet. Occasionally called The Oracle, it can see the future and provide accurate information about what will happen.
The Prediction works in parallel with The Timekeeper. Branching realities are trimmed away by The Timekeeper, but the options she has to work with are dictated by the information The Prediction has set in stone. None of the possible futures The Timekeeper picks between will violate words from The Prediction.
The Prediction has a general sense of what's most likely to happen in the future. Once it actually states outright that something will happen, that event is locked in as an inviolable prophecy. For this reason, The Prediction makes a concerted effort not to speak lightly about future events, especially after Nestori's Bargain.
Due to its own statement that it would be the case, The Prediction is reborn as a new human any time it is killed. This leads to periods of inactivity due to the time required for a new human to be fully functional, but it prevents The Prediction from truly being eliminated in a permanent manner.
The Prediction's declaration about the descendents of Ordmaer was one major cause of the Consolidation War, and prevented the other causes from being resolved in a more diplomatic way. The same can be said of King Victor's War.
