Pacuvum

A large city located in Celerus, Pacuvum is something of an outlier compared to the strictness that rules said country. Located somewhat close to Posta, and with a direct (and fairly straight) road between it and Falcidanum, Pacuvum sees a lot of outside visitors. And for good reasons.   Pacuvum is an old city, which stands by its own methods. Predating Celerus' current status as a dictatorship, Pacuvum has instead clung to its old ways... and with great success. It stands out from the other cities with its much looser grip on things like laws and government, managing its own rules. Using these looser rules, Pacuvum has carved itself out two separate but compatible niches: it's a bit of a party city, full of entertainment and gambling... and it's a city where everything can be found, with a rich black market and underground flow. Those two come for the entertainment can splurge on things they didn't know they needed, and those who came seeking treasures can spent some coin on entertainment while they're there.   Of course, Pacuvum's establishment isn't nearly as naughty as some might think. Rather than try and force control over a city as old and well-established as Pacuvum, Celerus' government is content to look away, letting the money and goods of neighboring countries pour into theirs via Pacuvum. It's all about letting one think they're getting away with it, like true blood rebels, like the money isn't going into Celerus' pockets either way.
