Dragon Overlord
The Dragon Overlords are the highest powers in all of Draconia. They serve as lifetime appointees that observe and react to all events within their effective regions. Not only do they bear that responsibility, but they are also the most powerful members of the Council of Dragons. Therefore, they not only govern their territory, but can also make laws that affect the entirety of their continent, and potentially all of Draconia.
To anger one of the Overlords is to sentence yourself to a quick death. With no one above them to reign them in, their power is essentially untouched and unchecked. They can erase you with a snap of their talons, and no one will dare to remember or mention you ever again.There are always five Dragon Overlords at one time, and at least two from each continent must be filled. The fifth member can be from any continent, as they are only there in order to break ties when laws need to be enacted. Laws can also be enacted, revised or revoked if all Overlords (if present) of a continent are in agreement over it, so long as the law belongs to their continent. There are a number of other stipulations that can have laws changed, but it all revolves around a majority or tie-breaking vote if there is not uniformity in voting.
Requirements
In order to be considered for an Overlord vacancy, a dragon must fulfill these conditions:
- They must be considered an "Elder" in terms of age. (Roughly 700-800 years old, just before reaching Ancient category)
- The dragon in question must have a sizable treasure hoard that can support the region they would rule over.
- The dragon must also be capable of engaging in combat with other potential rivals for the vacant spot.
- They must swear their allegiance to either Tiamat or Bahamut, respective of the continent they will be from.
Appointment
If a candidate fulfills all of the conditions above, they qualify to be appointed. The Council of Dragons entire membership shall take a vote on whether or not the candidate in question is sworn in. If the council agrees, the new Overlord is appointed in a ceremony. The members of that dragon's house are all invited to Quirin Umer along with the new Overlord to partake in said ceremony. It is a sacred rite that is never talked about outside of the Overlords' circle. While it is looked at as a holy affair, it is truly something grisly.
The new Overlord is forced into wiping out half of their lineage, specifically ones with political ideals, aspirations for politics or any hope of becoming Overlord themself. This is done in order to prevent infighting from families due to envy and spite. Once the killings are done, the dragon then has to make the choice of either relinquishing their loved one/spouse or killing them as well. Similar to the previous reasoning, this is done in order to protect their position. Any sort of weak spot that may present itself is one that cannot be utilized by enemies.
Should the new Overlord be unable to fulfill these requirements of the ceremony, they themselves are killed as well, in order to protect the secrecy of this rite. To date, no one knows how many Overlords-to-be were killed over this. Mainly due to the fact that it is not reported to the general public and kept secret to the Overlords and the high members of the Council of Dragons, so as to have another vote on the next Overlord.
