The Dwarven Reclamation is the name in the common tongue of Eabrath given for the spirit of cooperation between dwarven kingdoms that has arisen since Edelstein was found. It is quite a new development and is not well understood apart from the scramble by the dwarves to reclaim old holdings and return to their roots.
Rediscovery of Edelstein
The Errant Dragonguard (then comprised of Otori Sepret, Vaeril Forrester, Daero Aevalur, Kali, and Mastery Mallius) discovered and reawakened several inactive warforged among the treasures in the vaults of Lanan Ortheiad after slaying Vernasyl the Dread Gardener. They awakened these constructs and learned of their origins with the ancient dwarves of Edelstein. Because Otori had been working to secure the support of several dwarf kings, he returned the warforged as gifts in a show of good faith. Prophecy had long held that the dwarves would never again enter Edelstein until they settled with one another and once more worked in unity. Otori's alliance, allowed for the rediscovery of their ancient city of origin, long hidden from them by the gods. To the stoutfolk, this was a holy and prophetic sign of a coming renewal of the dwarven people, but their oaths to support Otori against the Cult of the Chromatic Dragon prevented them from returning to the city for the time being.
The High Kingdom
During the Battle of Deathsmog Mountain, Otori was aided by five dwarvish kingdoms. Afterward, the kings of each of these—Jörg Wallner, Thorwald Hjolmiir, Bulgrak Gorstunghal, Daerthrum II Stormbeard, and joint rulers in the heads of the Diggermattock clan—made a covenant with one another to rule the dwarven people into their new golden age together as joint-high kings. Their heirs would rule their kingdoms as kings, while the new high kings dwelled in Edelstein and represented their home realm in the new Königsvertretung. This was true for four of the kingdoms at least, for the Diggermattocks elected to remain in their realm and tend to its affairs, appointing a close friend to the Königsvertretung in their stead. At least, this was the eventual result. It actually took the dwarves twenty years to develop the Königsvertretung and draft the necessary adjustments to government function; this was a result of a cultural appreciation for organization and byzantine legal codes combining with religious fervor into an over enthusiasm† for the task.
The High Kings are ostensibly empowered to make decisions for all dwarvenkind on behalf of the gods. Among these decisions, they allocate expeditionary funds for the retaking of abandoned and ruined dwarf-holds in the name of Edelstein. Additionally, the High Kings have issued a decree to recall dwarven expatriates to the dwarf-holds. The function and intentions of the Dwarven Reclamation are not well understood outside of the dwarven people, and even then only the nobility and legal scholars have the particulars. This opaqueness leads some to believe the dwarves intend to form a super state with imperial ambitions on the rest of the known world.
† To an outside observer, this over enthusiasm might have looked rather like spirited debate bordering on brawls.
