The Red Cross, medical monsters

This organization is not like other medical operations. It's sister organization, DWO (Doctors without Orders), goes throughout the galaxy giving medical aide to wherever it is needed. Usually to developing worlds or the new frontier. DWO is the golden child. Metaphorically doing its homework on time and looking out for fellow student with a smile. The Red Cross on the other hand would've burned down the school and performed open heart surgery on the principal with a smile.

Why then is there a group of sadistic doctors who see the Hippocratic oath as a checklist rather than a moral compass. And most importantly who is paying the bill. The group was born out of the all too likely scenario of factions and warlords not following proper procedure and attacking medical vessels, namely doctors without orders. Its a universal law that those giving medical aide should be exempt from the conflict they are barreling into and the Red Cross is the arbiter of this law.

During the galactic war between the Pact Worlds and the Vesk a DWO ship was fired on as they attempted to rescue survivors of a skirmish between both fleets. Both sides had been aware of DWOs presence and whether it was out of malice or incompetence it didn't matter to the crew of the Scalpel. Captain Whiles was a member of DWO at the time but had repeatedly been at odds with his superiors due to his aggressive tendencies and was surely headed for expulsion. Seeing his fellow doctors killed, he ordered a change of heraldry to a bloody red cross and began a vicious boarding attack on the responsible ship. History states that the guilty crew had multiple unnecessary procedures, amputations, blood transfusions, sterilization by flamethrower. The only thing left on the ship was an itemized bill for the Red Crosses surgeries.

Since then the Red Cross has become somewhat a force for good in a twisted way. Doctors or criminals that have an aptitude for calculated savagery have somewhere to go. And medical staff throughout the galaxy are protected by a reputation of bloody vengeance. There are still those who make the blunder of attacking ships are hospitals that are performing good. And so the Red Cross is still in business performing operations and leaving receipts. So far everyone has paid.
