The City Watch operates under the authority of the Captain General of the Watch, who is typically a member of the Directing Oligarchy. This position carries both military and political weight, requiring both tactical skill and an understanding of the city's complex social dynamics.
The Watch is divided into district-based precincts, each led by a commander or senior officer. These precincts reflect the character of the districts they serve:
- In wealthier areas like the High Quarter and Garden Quarter, the Watch is well-equipped, professional, and closely aligned with local nobility and guilds.
- In rougher quarters like the River Quarter and Old City, the Watch is under more strain, often outnumbered and operating in a climate of mistrust, bribery, and tension with the populace.
Culture
Members of the City Watch range from seasoned officers to raw recruits, drawn from many walks of life. While some are honorable and dutiful, others are easily swayed by gold or influence. In certain quarters, corruption is an open secret; bribes, favoritism, and selective enforcement are not uncommon.
Nevertheless, in critical moments—when riots break out, dangerous magic is unleashed, or powerful criminals threaten the peace—the Watch can act with surprising cohesion and resolve.
