Ceto is a Rogue active in Cape St. Joan, Oregon. A hydrokinetic, she has been assigned a hybrid power classifications by the Department of Superhuman Affairs.
She is a member of The Nymphs.
Physical Description
General Physical Condition
Hope is tall, with red hair, blue eyes and killer figure. She usually wears her hair open. The bridge of her nose and her cheeks are covered in freckles, but instead of cute they make her look more mischievous.
Special abilities
Ceto is a hydrokinetic of otherwise unknown specifications.
Apparel & Accessories
Her costume consists of swimming glasses that don't let water near her eyes and what looks like the lower part of a modern diving helmet to cover her mouth. Some structural elements remaining attached to it protect her head, but leave her hair semi-open and visible. Her torso is covered by a tight bodysuit that evokes images of a swimsuit in blue and green colours. Her feet are protected by cloth shoes.
Being modelled after a swimsuit and having less need for armour due to her powers, her costume shows surprisngly much bare skin compared to the average costumed super.

Personal history
Born into a middle-class family in East End, Hope enjoyed a normal upbringing and relatively normal life. Gorwing up alongside her twin sister, the two were decent at school, easily made friends and were the general sociable type. In 2018, when both were twelve years old, they lost their mother during "D-Day" . With their father being unable to properly take care of them on his own, the two felt both abandoned by family and society, with the usual drama of puberty exacerbating their problems.
Both began developing a rebellious streak, started slacking and failing at school and became known troublemakers.

After both awakening to their superspowers, they first in private began to experiment with their powers and quickly turned to messing with people. Eventually, they created their super identities of Ceto and Umbra and turned fully rogue, believing the world to be their oyster now.Intellectual Characteristics
Hope is fun-loving, slightly abrasive and reckless. She lives for the adrenaline rush and is a bit of a showoff. Quite the pervert. Not as insightful as her sister, but very good with words. Can be rather subtle.
