Legion of Valorhall
Subguilds
After the original Adventurer's Guild of Little Oak Harbor grew too large to manage effectively, it was divided and restructured into five independent but cooperating guilds, which eventually formed the Legion of Valorhall. Each guild has its own guildmaster, who serves on the council responsible for making decisions, rules, and regulations for the Legion as a whole. The Bruiser's Guild
The Bruiser's Guild is made up of members who specialize in combat and physically demanding tasks. The guild often receives jobs that require raw power such as protection, intimidation, or physical labor. Additionally, other guilds frequently contract them to fill out parties when they require extra muscle, which is quite common. The Naturalist's Guild
The Naturalist's Guild is comprised of highly skilled members in tracking and wilderness survival, specializing in jobs that involve wilderness expeditions, hunting dangerous animals, or tracking people lost or hiding in the wild. They are often sought after for their expertise in navigating and surviving in the wilderness, and usually receive job requests directly rather than being recruited into parties by other guilds. The Guild of the Faithful
The Guild of the Faithful, as the name implies, is comprised of members with solid faith. Jobs offered to the guild members specialize in dealing with religious or spiritual phenomena, such as the undead or outsiders, through the use of divine magic. They are also often sought after for their healing abilities to support parties from other guilds. The Thaumaturge's Guild
The Thaumaturge's Guild consists of members with a strong interest in arcane magic. They take on jobs related to unusual magical occurrences and rogue spellcasters. Other guilds often seek their support as there are few situations where magic cannot be applied effectively. The Guild of Seekers
The Guild of Seekers, also known as the Sneakers, is made up of members who thrive on the thrill of completing a job and receiving a reward. Their assignments usually require a more subtle approach than the other guilds, ranging from assassination to diplomacy to reconnaissance. Other guilds frequently enlist their services for missions that involve entering hostile territory or exploring treacherous dungeons. The Guild of Goblins
This guild is a unique faction within the Legion of Valorhall that advocates for goblin interests. Its members are primarily goblins, but some non-goblin adventurers are attracted to their lifestyle and join their ranks. The guild specializes in jobs that involve other goblinoids, such as fighting off rival tribes or protecting goblin settlements. They tend not to recruit members from other guilds, nor do they typically get recruited by others. The Kobolds' Guild
The Kobold guild represents the interests of the kobold clan within the Legion of Valorhall. Its members are exclusively kobolds, as they do not permit non-kobolds to join. The guild primarily accepts jobs that are likely to involve kobolds, and they have a standing bounty for any living kobolds that are brought back from quests they were not recruited for. However, unlike the goblins, the kobolds recognize their limitations and are willing to seek assistance from other guilds when necessary.Structure
The Legion of Valorhall consists of seven guilds, the leaders of which form a council that functions as the ruling body of the legion. Each of the primary guilds holds an annual competition among its highest-ranked members to determine who will have the position of guildmaster for the following year. The goblins and kobolds have their own means of selecting their leaders.
Public Agenda
The Legion of Valorhall accepts job requests from the people of Little Oak Harbor and the surrounding area and assigns them to their associated adventurer parties. Their main purpose is to prevent the chaos of multiple adventuring parties competing for the same jobs, ensuring that tasks are completed efficiently and effectively.
History
During the Great Adventurer Boom of Oak Harbor, the number of adventurers present in the settlement exceeded that of permanent residents. As a result, supplies and work became scarce, threatening the town's collapse. In response, influential townsfolk and respected heroes founded the Little Oak Harbor Adventurer's League. They persuaded the people of the town and surrounding areas to bring their problems only to the League, which would guarantee their resolution. Adventurers had to join the League or leave the town to find quests elsewhere, as the League controlled all available work.
As time passed and the town grew more prosperous, it faced conflict with local tribes. Initially, the Legion attempted to keep the peace between the tribes and the city, but eventually, they considered exterminating the tribes to protect the town. However, a young and forward-thinking goblin named Gibgab convinced the Legion to pursue a path of peace with her tribe instead of resorting to violence. Gibgab developed a plan to integrate her tribe into the city, and a similar peace agreement was later established with a kobold tribe. Although the peace was challenging at first and was nearly broken several times, the Legion offered to create guilds within the Legion to protect the interests of the tribes.
Territories
The Legion of Valorhall has official jurisdiction only over Little Oak Harbor and its surrounding areas. However, their authority extends far beyond that, as almost all adventurers in the western half of the continent recognize their power. Even the rulers of neighboring nations often direct their subjects to bring their issues to the Legion when they are unable or unwilling to handle them themselves.
Military
Currently, the Legion of Valorhall comprises around 550 capable adventurers, divided into the five primary guilds with roughly 100 members each, plus around 50 Goblins and Kobolds from the allied tribes. However, only a fraction of them, usually less than a hundred, are available at any given moment due to the frequent assignments of scouting missions and quests that keep many Legion members away from Little Oak Harbor for extended periods.

In rare cases, their laws may also apply to the entirety of Little Oak Harbor, although the city is usually able to govern itself without interference from the Legion.
Judicial Body
The Legion takes responsibility for enforcing its own laws and ensuring that its members abide by them. In cases where a member breaks the law or flees justice, the Legion will issue bounties for their capture. Additionally, the guild council serves as a mediating body for disputes that arise among guild members or between members and citizens of Little Oak Harbor. This helps to maintain order and ensure that justice is served fairly.
