Yixing-Jiumin Linsen

Yixing-Jiumin Linsen was the first of the Azmasanmanne emperors of Senyon, taking over the imperial throne after the suicide death of the previous Senmanne emperor after the The Battle for Sendoshi.   After his accession to the imperial throne, Yixing-Jiumin Linsen undertook a number of reforms to the Senyon government bureaucracy, starting with completely reforming the military and imperial guards. He divided the country into two large military districts, one covering the country west of the Senyon River, and the other covering the country east of the Senyon River, under the commands of the General of the West and the General of the East, respectively. The capital, Sendoshi, was held under a separate command under the Ministry of Imperial Security and Household.   While under the previous Senmanne emperor, Senyon's treasury was nearly empty. Corruption plagued the country from top to bottom, taxes were either not collected or were taken by officials to line their own pockets. Yixing-Jiumin Linsen initiated reforms to the treasury, implemented austerity measures to get the country's finances in order, and began the process of removing corrupt officials. He started by arresting the Imperial Minister of Finance and having him publicly beheaded as a warning to other officials that corruption and bribery would no longer be tolerated. He replaced most of the high-level Senmanne officials with Azmasanmanne officials, with the most important posts going to members of the Yixing-Jiumin family and other prominent Azmasanmanne families. He ceded entire towns and villages to important Azmasanmanne families as fiefs, consolidating Azmasanmanne rule over the country.   As one would expect, there was resistance to the reforms and to Azmasanmanne rule. The Sei San Sostehe, a secret resistance and organized crime group, formed in the aftermath of the reforms and accrued power in much of Senyon. It controlled trade (or attempted to) in several important industries, set up prostitution rings in many cities and towns, and terrorized the population. Only through concerted effort by the imperial military and bureaucracy were the Sei San Sostehe's activities suppressed, and even then, such was not always and not everywhere successful.   By the time of Yixing-Jiumin Linsens' death at the age of 88, the Yixing-Jiumin family and the Azmasanmanne were firmly in control of Senyon, the Senyon government was running efficiently, the military was stronger than it had ever been, external threats from the Steppe People had been completely neutralized, and Senyon's territory had expanded south and west all the way to the Long River and into the Impassable Jungle. His sons and grandsons that took the imperial throne after him continued his reforms, and Senyon's government is still well-run and efficient.
