The Commission for Dispensation of Treatments
In Senyon, Emperor Yixing-Jiumin Jinsen, at the urging of Consort Gwanjiyan Annelia and her daughter, Princess Yixing-Jiumin Jinyat, recently established the Commission for Dispensation of Treatments. The charter of the Commission is to ensure that medicines are distributed to those in need throughout the country.
Within major cities of Senyon, dispensaries run by the Commission have been installed and staffed. The dispensaries employ pharmacists to compound medicines and collectors that gather medicinal herbs and substances. Ingredients that are common in one area are distributed to areas where they are rare by Delivery Dogs, ensuring that medications are available wherever they are needed. One of the primary suppliers of rare medicinal herbs and substances is Correidrax te Saiyel. In her human form as Corrie Sullivan, she gathers many rare herbs in Dragon's Tail Swamp and provides them to the Commission dispensary in Little Bay Village (Xomanmuro), from where they are distributed throughout Senyon.
With a distribution network spanning all of Senyon, the Commission for Dispensation of Treatments is also used by Ginginya Liu-Er as a secondary means for disseminating orders and information for the Ministry of Imperial Security and Household. The Delivery Dogs delivering ingredients and medicines occasionally carry covert messages between Ministry operatives working out of the Commission dispensaries.
Structure
Each Commission dispensary is headed by a chief pharmacist. The chief pharmacist at each dispensary ensures that medications are formulated, medicinal herbs and substances available in the surrounding area are gathered as needed, and responds to requests for medicines and ingredients needed at other dispensaries. The chief pharmacist also coordinates distribution of medications and treatments to locals in need.
The Commission is headed by the Commissioner of Dispensations, who is a member of the Imperial Court and reports to Emperor Yixing-Jiumin Jinsen. Her name is Gwanjiyan Yueming, a cousin of Consort Gwanjiyan Annelia. Through her cousin, Consort Annelia asserts considerable influence over the Commission.
