A Decree to Establish the Imperial Academy of Scholars
In order to improve the governance of our Great Sacred Empire and free it from the corruption of the previous cowardly throne, we, as the Chosen of the Elysium, hereby decree the Establishment of the Imperial Academy of Scholars.
The Imperial Academy of Scholars shall oversee the Imperial Secretariat, the Grand Imperial Historians of the Great Sacred Empire, the Bureau of Translators, and the College of Princes, ensuring only the most talented, most upright, and most creative of our subjects are chosen for positions in these most important institutions.
Our trusted brother, Yixing-Jiumin Lindan, will become the first Headmaster of the Imperial Academy of Scholars, and will be responsible for managing its affairs and budget, and for establishing its necessary offices. Each quarter, the Headmaster will present a report detailing the Academy's accomplishments, challenges, and financial accounting to the Imperial Court.

Yixing-Jiumin Linsen, Emperor of Taiko Da Song
Purpose
Yixing-Jiumin Linsen took the imperial throne of Senyon after the The Battle for Sendoshi. The previous emperor was corrupt and cowardly, and governance of the country had fallen into disarray, with officials taking bribes for favors, the military weak and ineffective, and people living in fear of crime, starvation, and corruption. Yixing-Jiumin Linsen reinstated the imperial examination system and established the Imperial Academy of Scholars as measures to correct the problems facing the country. Though it took time, the measures were largely effective, and present-day Senyon is mostly free of corruption and the military has been restored.
