Desalination Plant Phi

The Deep-Sea Desalination Plant, or Plant Phi, is a Sub-Desalination Plant, giving its placement, under Cardica's enormous sea. In Depthopolis, due to the sheer number of different particles in Depthopolis, buildup of exotic particles can become a hazard to the atmosphere, to negate this, Desalination plants are all throughout Depthopolis, Draining the more potent intoxicated air or water into dimensional rifts that transport the transferred volumes to numbers of locations.   In Plant Phi, the Desalination process is possibly the strangest, because of Depthopolis' layout, Cardica sits at a midpoint, designating the underground from the over ground. Over ground, however, is filled to the brim with fluids of Oxygen, Nitrogen, Sulfur, the molecule of water, Meta-antimatter particles, and etc., meaning it's a lot harder to clean Depthopolis above ground, than below. Phi sits at the lowest point in Cardica, Showing nothing but indescribable gunk at its deepest depth. To get rid of this gunk requires a very delicate operation, the steady opening of a rift. this isn't just any rift; the ripper itself has the power to create one of the biggest rifts in all of Depthopolis. Taking everything between it, and the water, with it.

Nowadays the building is largely autonomous, due to the history of terrorist infiltration at the site, causing irreversible damage to the nearest districts, once destroying and taking with it a whole district.

In the past there wasn't much thought for a need in defenses, a portal at the bottom of the ocean, can't be too bad.
