Arrival at the Noble House
With the access pass Victor has acquired the party can enter the Edel District with little to no hassle, and after following the directions they arrive at her house to the north side of Dew Boulevard. Here a Red Dragonborn Servant of the Merkatz Family will welcome the party and bring them face to face with the Noble Lady. Lady Merkatz seems more than a little distressed, and is more concerned with getting the party to agree with helping her than explaining her situation.
The situation
The previous day, Lady Merkatz visited the Nuehafen's Guild of Artisans, where the met up with Jules De la Croix, who has been sending her secret letters, which are a mix of elegant poetry, and graphic descriptions of "mutual enjoyment". This was the first time they met up, and Lady Merkatz arrived alone, while she normally travels with her man-servant (the red dragonborn), the cart was somewhat shabbily parked due to a rush. The lady who'd brought a few of her letters shoved them under the pillows when the cart came to an abrupt stop, and where forgotten about. After this the lady entered the guild hall, and met with various guild-members of which Jules was one. A few hours where spend with "poetry and painting" after which the lady became aware that her hansom was gone, and she had to resolve to other means of travel, walking. She didn't travel alone, as various members of the guild offered her a tour, eventually finding another cart for transport, a horse.
What happened to the cart?
During her stay at the guild, a patrol of Watch-men came across the erroneous parked cart, and seeing the drivers still present, they demanded the wagon to be properly parked, which wasn't possible at the current location, and the kobolds moved the wagon to further down the street, here they where approached by members of a more fanatical sub-group of The Equality Alliance, The Dragon's Roar who saw this an an opportunity to make a move, the kobolds initially weary, agreed to guide their lady to a trap, but they luckily missed lady Merkatz. Now the cart and the Kobolds are now property and members of this sub-group waiting for the lady to return. The wagon is currently parked in the courtyard of a small tavern (The Roaring Dragon) around the Dragon Streets, on the corner of Peace Route and Vale Row.
Retrieving the cart
The carving on the sign dangling above the door depicts a dragon Loudly roaring. Hopefully the people inside are more welcoming that a dragon. The only windows are on the second floor, and the door is stout and studded with iron—at least they take security seriously.   The inn looks worse on the inside, and it stinks of sweat. Those with no other place to go sleep sitting up on the common room’s long benches or lean back against the wall. An Stairs beside a front desk climb to the next floor, a stout looking dragonborn bars access. The thin man behind the desk waves at you, simultaneously indicating you should approach and shut the door.
The tavern is the home to a branch of The Dragon's Roar who are actively preparing and getting ready for a fight. Luckily the cart is parked at the back, and these goons don't expect trouble. Getting assistance from City Watch is going to tricky, as their number are spread thin. The two Kobolds are still not completely convinced by these fanatics, and are held captive in the stables.
High speed chase
As the group steals the cart, it will be very probable that the goons will catch wind, and there are more carts and a few horses. which would allows a chase to take place. The area under lockdown isn't very big, and thus the chase will be very likely to run though a checkpoint, which will result in a couple of mounted watchmen to join the chase.
