Hikaru Tower

  The Hikaru Tower is a half-finished project on the outskirts of Mizutoshi. It is best seen as a mixture of different goals and ambitions. Most residents don't really know why the tower is being built. The local authorities disapprove of the tower's existence. Despite its troubles, progress on the tower had been good so far.   The architects behind the tower are known simply as the Hikaru Project. They are a mysterious, but well-funded group of people with an ambitious project. To the authorities, their goal is to build a lighthouse to guide lost souls back to the island. At the start, the authorities were interested in the end result. So the project got the greenlight and construction work started.   For the next five years, progress was slow but steady. The Hikaru Project gained more funding and people came to see the tower. However, the authorities were not happy with the Project's increasing demands. They were also suspicious about the sudden increase in funding. One day, the authorities decided to see the tower for themselves. No-one knows what they saw inside that day, but the next day, all construction of the tower was banned.   Currently, the tower is standing on the rocks, completely isolated from society. A large stone wall has been built around it to stop trespassers from entering. But that hasn't stopped anyone from trying. In fact, if someone is attentive enough, they will find a few small stones arranged out of place on the wall.

Alterations

From the authorities' point of view, all construction has been stopped. But it might have paid to get someone to check the site every now and then. Some members of the Hikaru Project, and their backers, are not happy with the fact that their tower is incomplete. So they have been building it brick by brick, mostly during the night.   For a while, progress seemed to be going smoothly. But then, the leylines weakened and the Marogo Islands became a new thawing point for those who were frozen by the Ice Age. Suddenly, more people were on the island, and the Hikaru Project could no longer hide their illegal activity. This would not have been a problem by itself, but three thawed people could not contain their curiousity. Their continued investigations into the tower soon meant that the Project could no longer continue what it had started. So for the second time, the tower was left unfinished. This time, for good.

  The tower's only defence is the stone wall outside it. It is about as high as the unfinished tower, leaving nothing visible. The wall is dented because people have attempted to climb it many times.   There is a gate at the front, but the key has long since been discarded. The key is no longer needed anyway, because people have been making holes at the side of the wall to get inside. Despite the wall's weaknesses, no-one has been caught getting in or out, yet.

Lost Souls

  The official goal of the tower was to guide lost souls back to the Marogo Islands, if they got lost at sea. However, the authorities may have benefitted from asking what kind of souls they planned on guiding back, before allowing the project to start.  

Inside the Tower

There are only a few people who know what is actually inside the tower. Any other theories are probably rumours. The most common theory is that it was built to hide a lost artefact. The artefact depends on who is telling the story.   Another theory is that the tower is a meeting point for Spirits or powerful beings. The tower was never meant to be finished, but was supposed to provide a place for these beings to meet up.
