Hikaru Project
The Hikaru Project (simply known as the Project) is a mysterious organisation that is based on the Marogo Islands. It's stated aim is to guide lost souls back to the region when they are lost at sea. But that is not their only goal.
The Project also wants to bring back those who were lost when the Ice Age came. For some reason, quite a few people were transported into the Spirit World, and so the aim is to get them back by any means necessary. But they could never achieve their goals because a trio of adventurers discovered the truth behind their plans and stopped their activities.
The Unfinished Tower
The Hikaru Project is known for building the Hikaru Tower on the outskirts of Mizutoshi. Unfortunately, the tower never got finished because of the adventurers. The tower functions as a lighthouse for those lost in Phadoya Sea. It is a guiding light to bring them to safety on the islands. But its original purpose was to be a teleportation point for those who were coming back from the Spirit World. The Project discovered a broken Spirit Portal and realised it was one way of connecting to the Spirit World. So they spent the next five years building the tower to cover it. Inside, they tried fixing the Spirit Portal and reconnecting it with the Spirit World.
