Civilization

Civilization is a loaded term, what qualifies a people or settlement to be a part of "Civilization"? Within the Dancing Spheres, in the post Nexus Accords Era, Civilization is shorthand for territories and culture who have trade connections to Nexus. But large "uncontacted" territories can also be referred to as civilization.
