They were once the little helpers to the God of Weather, they were made to make moving of the clouds and elements easier. Their big fluffy tails was how they would get around by sitting ontop of them and floating around in the air. One day though many of them fell in love with the ocean and the beaches and would often go off to fool around on the earth.   The God was an understanding sort, even if nothing got done and they all slacked off. So he gave them an offer, they could stay on the earth and play all the time in the ocean if they gave up their flying powers which would be exchanged for the knowledge of how to wave-ride. Many agreed to this, leaving only a handful left that stayed with the god.   They currently live in great numbers on the islands of Eastern Bahiam.
