Deputy Chief Kennin Harper
Deputy Chief Harper is the head the of Patrol Division of NCPD. Though his department is the most numerous, the patrol department has the second lowest budget that the other departments except Administration. He is considered a tough as nails character. He has weathered several scandals within his department and has come out a head with each. The majority of the patrol force respect him.
