This is an edict issued by Nindinva in the wake of the Caelestise-Sura war. It requires Celestials - particularly Aurali Serat and Dei - to limit their direct interference with mortal matters. This was done in response to concerns about the impact of their presence in Gaean during and after the Caelestise-Sura War.
