Crime: Piracy

How is the topic of piracy viewed by different societies in your world?  

The subject of Piracy:

  Piracy in Halvastia is not a rare sight for the coastal region but it is rare to encounter any seafarers upon the coastal area itself due to the water elves keen attention to guarding the inhabited region. Many a pirate that dare to attempt a raid here has met an unfortunate end at the hands of the Hammerhead Marine Corps.  

Hammerhead Marine Corps:

  The Hammerhead Marine Corps. are a faction of soldiers that take to guarding Halvastia's borders from would be threats from the sea. The members of the Corps have a tendency to have profession in aquatic combat as well as landside scuffling. Their renown leader, Meadow, makes more than sure of that as he leads every battlion in his station with contempt and power.  

Law & Order in wake of Piracy

  Piracy like all crimes is processed as other crimes are, with due punishment for the cause.   Those charged in the act of piracy run the risk of the following charges:  

General Piracy (Illegal transport but no theft): Fine of 50 Gold, and/or a jail sentence of 2-4 days.

Piracy with combined larceny: Fine of 100 gold, and/or a jail sentence of 2-4 days.

-Piracy with retaliation against law abiding forces: Fine of 200 gold, seizing of goods, forfieture of sea vessel, jail sentence of a minimum of 7 days.  

Piracy with combined homicide: Jail sentence of minimum of 30 days, Fine of 1000 gold pieces, seizure of all goods, seizure of sea vessel and manifests, prohibition of future sea fare, risk of off land deportation.

-Piracy with combined homicide of a public official/nobility/royalty: Execution and seizure of all worldly possessions. Opposing charge is a jail sentence of 1-5 years with bail posted at 5000 gold.
